Just a few years ago, residents of Murambi Village, located in Ruli Cell, Shyogwe Sector of Muhanga District, faced a common challenge whenever they needed services from their Village Leader. They often had to call him first to find out where he was, only to discover that he was away on other duties or meeting residents in locations not suitable for delivering official services. As a result, access to public services was frequently delayed, affecting both residents and the efficiency of local administration

At the heart of Murambi Village stands a modern administrative office constructed entirely through the efforts and contributions of local residents. The facility now houses administrative offices, a community meeting hall, a mediation room for resolving disputes, digital service facilities, an Early Childhood Development (ECD) center, and several other community services,all under one roof.

Unlike many community infrastructure projects financed by external donors, the Murambi Village office was built through local initiative. The idea was introduced by Murambi Village Leader Engineer Jean Nzayisenga after witnessing the daily challenges residents encountered while seeking government services.

“The way I used to receive residents was no longer appropriate for the growing needs of our community,I decided to engage residents in discussions about finding a lasting solution together. They embraced the idea wholeheartedly, agreed to contribute financially, and volunteered through community work until we completed an office that now provides services closer to everyone. “He said.

For residents like Yvette Umuhoza, the project represents far more than just a new building.

“We are deeply grateful to our Village Leader for introducing this vision,” she said. “Today, we no longer spend time searching for where the village leader is. We know exactly where to find him, and we receive services promptly. More importantly, this initiative has taught us the value of self-reliance and solving our own challenges as a community.”

Another resident, Philbert Nyandwi, believes the project demonstrates what communities can achieve when they take ownership of their own development. “This office proves that when citizens and local leaders work together, meaningful solutions become possible,” he said. “Instead of waiting for others to solve our problems, we joined hands and built the infrastructure our community truly needed.”

Beyond improving access to administrative services, the new facility now accommodates a range of essential community programs, including digital services, family welfare and reproductive health programs, ECD activities, community meetings, and alternative dispute resolution sessions, all conducted in dedicated spaces designed to better serve residents.

Jacqueline Kayitare, Muhanga District Mayor appreciated the initiative as an outstanding example of citizen participation in local development.

“Development moves faster when citizens become active participants in finding solutions to their own challenges,” she said. “This project shows that people are no longer passive recipients of government services but true partners in planning and implementing development initiatives. It is a clear reflection of good governance that places citizens at the center of development.”

Construction of the village office cost more than Rwf 40 million, raised entirely through residents’ financial contributions and voluntary community work. For the people of Murambi, the building is more than a government office. It stands as a lasting symbol of unity, collective action, and the culture of self-reliance championed in Rwanda, a reminder that communities can achieve sustainable development when they work together toward a shared vision.

As Rwanda continues to promote citizen participation as a cornerstone of national development, Murambi Village offers a compelling example of how a simple idea from a local leader, supported by the commitment of residents, can transform public service delivery and improve people’s daily lives.
