President Paul Kagame has called on all Rwandans to take a firm stand against poor service delivery, saying it has a direct impact on the country’s development and the well-being of citizens.
He made the remarks during a press briefing held on Thursday, November 27, 2025, where he addressed various national issues, including the conduct and performance of institutions responsible for providing public services.
President Kagame emphasized that those who provide poor services should neither be protected nor excused, noting that many of them have the capacity to perform well but choose to do otherwise.
“Those who provide poor services must learn to be corrected and improve what they do. Rwandans, in general, should refuse to accept poor services, especially when you pay for them and walk away without saying anything. There must also be accountability. Poor service delivery should not be tolerated.” He Stated.
He further urged citizens to speak out whenever they encounter inadequate services instead of remaining silent or accepting things as they are.
According to President Kagame, one of the reasons poor services persist is that some employees in public and private institutions are not used to being held accountable for their responsibilities. He stressed that accountability must become a culture across all sectors to ensure Rwandans receive quality services.
He reminded institutions and their employees that good service is not a favor but an obligation that must be fulfilled in all sectors, health facilities, government offices, schools, and any other place where citizens seek services.
President Kagame reiterated that every citizen who pays for a service has the right to demand quality and professionalism.
He emphasized that Rwanda aims to achieve sustainable development, and this goal cannot be reached without a major shift in mindset and work ethic among those responsible for serving the public.
