In the last four months, Rwanda National Police operating in the Eastern Province have reported a disturbing surge in child sexual abuse cases, with 139 children identified as victims. Over the same period, 126 individuals were arrested and are currently being investigated for their alleged involvement in these crimes.

The figures were disclosed by Superintendent of Police (SP) Twizeyimana Hamduni, the Police Spokesperson for the Eastern Province, during an in-depth discussion on the growing challenge of sexual violence against children and the ongoing efforts to combat it.

Districts Most Affected

According to the statistics, Nyagatare District recorded the highest number of victims with 37 cases, followed by Bugesera with 23, Kayonza with 19, and Gatsibo with 17. Ngoma and Rwamagana districts each registered 15 victims, while Kirehe accounted for 13 cases.

SP Twizeyimana stressed that while many suspects have been apprehended, the fight against child abuse continues to face obstacles. A key challenge lies in delayed or withheld reporting by parents and neighbors, which allows perpetrators more time to escape justice.

“This is a crime that does not expire,” he warned. “Anyone found guilty of sexually abusing a child will be arrested and prosecuted. We call upon parents and community members not to hide such information and to ensure close monitoring of children’s welfare.”

Root Causes of Abuse

Police investigations point to several underlying factors that contribute to the prevalence of these crimes. These include alcohol abuse, family conflicts, lack of parental supervision, and the influence of harmful traditional beliefs that mislead offenders into targeting very young children.

Call for Community Responsibility

The Governor of the Eastern Province, Pudence Rubingisa, reinforced the call for greater vigilance among parents and families. He urged communities to protect children collectively and avoid concealing cases of abuse.

“A child is not the responsibility of one household alone,” Governor Rubingisa emphasized. “No community can claim to be safe while children are being subjected to violence. We must report incidents promptly, work together to protect children, and ensure they grow up in a safe and nurturing environment.”

Ongoing Manhunt for Suspects

Despite the significant number of arrests, Police revealed that 13 suspects are still on the run. Authorities are appealing to the public to provide timely information that could aid their capture, ensure children are safeguarded, and allow justice to prevail.
