Some residents of Mushikiri Sector in Kirehe District have expressed their appreciation for a new initiative introduced by local authorities aimed at addressing their problems and collecting their suggestions on how to accelerate their development in partnership with the government. The initiative is called “Shyashyanira Umuturage”
Under this program, local leaders will visit citizens across all sectors and cells, listening to their concerns and resolving issues directly on-site. The program was launched on August 12 in Mushikiri Sector and is scheduled to conclude on September 23, 2025. Activities will be held at designated sites within the sectors and cells.
During these visits, district and other government officials will meet with local leaders and staff from various levels of the sector administration, inspect development projects, and most importantly, engage directly with citizens to resolve their issues.
At the launch, authorities addressed over 20 citizen concerns, including issues such as the lack of permits for tree-cutting, conflicts, and others.
“We are very pleased because it shows the government cares about us. They come to see how people are really living, and we had open conversations. What I would tell our leaders is to continue with this program because we’re able to share our challenges and get help in resolving them.” Said Marie Claire Uwihirwe, a resident of Mushikiri sector.
Eugene Ntakirutimana, another resident of Mushikiri Sector, added
“We are very happy that the leadership came to us. You can see that some pressing issues were resolved. They gave us constructive advice, which shows they truly care about us.”
Bruno Rangira, Kirehe District Mayor, stated that the “Shyashyanira Umuturage” program is distinct from the regular community meetings usually held to address citizen concerns.
“This is a special annual program where district officials go down to the village level and work closely with the community. It’s different from regular citizen assemblies, even though those also address problems. In this program, we will spend two full days, day and night in each sector, assessing security and resolving residents’ issues.” He explained.

As part of the program’s continuation in Rwanyamuhanga Cell of Mushikiri Sector, the local administration also officiated the civil unions of two families who had been living together unofficially, without legal marriage. This is part of the government’s broader efforts to promote family stability and legal recognition of households.
