Ministry of Gender and Family Promotion (MIGEPROF), in partnership with the National Child Development Agency (NCDA) and other stakeholders, has launched the “Itetero Mobile App,” a phone-based application designed to provide parents with reliable information to help them raise their children properly.

The launch took place on Thursday, September 4, 2025, during a positive parenting dialogue that focused on the role of parents in supporting children’s growth and development, while also protecting them from any form of violence.

Consolée Uwimana, Minister of Gender and Family Promotion reminded parents of their core responsibility to care for their children and to prepare them for a brighter future.


As parents, we always wish for our children to become the foundation of our families’ future, and most importantly, the foundation of the nation we dream of the Rwanda we strive for every day. This requires us to clearly understand our responsibilities and put them into action, so that we can raise strong, well-grounded individuals, just as we desire.” She stated:

The Minister emphasized that parents should instill Rwandan cultural values and good behavior in their children.

The upbringing we give our children begins at home within the family. As parents, we must remember that we are at the forefront of raising children. We are the first to love them, protect them, provide for their basic needs, guide their behavior, and instill values and beliefs that shape their physical growth, emotional well-being, and relationships with others.” She emphasized.

Speaking about the Itetero App, Minister Uwimana explained that it is a solution for parents who may fall short of their duties, offering them access to trustworthy parenting information.

“By launching this App today, we believe it will provide us with relevant knowledge on proper child upbringing. But for it to make a real difference, we must all work together and consider family matters as our collective responsibility.” She added.

Assumpta Ingabire, Director General of NCDA stressed that the discussions held should not be treated as a formality, but rather as a means to bring about real change.

Proper parenting is first provided by parents themselves. But do they truly know what to do in today’s context, in line with the challenges of this era? That is why we organized this meeting to reflect together and honestly ask ourselves how best we can raise our children.” She spoke.

The newly launched Itetero App builds on the foundation of the Itetero radio program, which has been broadcast on Radio Rwanda (RBA) since 2015, with the goal of encouraging parents and the public to safeguard children’s rights and protect them from abuse.

The App will provide comprehensive information on effective parenting, and will also include children’s songs, videos, and resources that help children learn the Kinyarwanda language.

Through this initiative, MIGEPROF and NCDA reaffirmed Rwanda’s commitment to creating a safe, nurturing, and values-based environment for every child, while empowering parents with the knowledge and tools they need to fulfill their role.
